Instead, it is up to each property owner to decide whether to allow vaping on their premises.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-991\" src=\"https:\/\/www.electrictobacconist.co.uk\/image-factory\/80c265e9ff7a0009988232c10263f9531b30d359~1124x1691@2x\/images\/products\/o3P5OzJSxFMPiXFee03DcS2DvuBHHI1oJOVPRu7R.jpg\" alt=\"Businessman holds e-xigarette or vaporizer in hand | Electric Tobacconist UK\" width=\"715\" height=\"475\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Many workplaces fail to distinguish between smoking and vaping by banning vaping inside and asking vapers to use the designated smoking area. <\/span><strong><a href=\"http:\/\/www.mirror.co.uk\/news\/uk-news\/you-can-only-vape-smoke-8367453\" target=\"_blank\" rel=\"noopener noreferrer\">Vaping has also been banned by Network Rail<\/a><\/strong><span style=\"font-weight: 400;\">, who manage many of the UK\u2019s largest railway stations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While we\u2019re not encouraging vapers to cause trouble, there\u2019s no legal support for the ban and all train staff can do to enforce it is politely ask vapers to stop.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But new guidelines from Public Health England (PHE) ask employers to look at vaping in a different light. The authors of the PHE guidelines stress the facts that 1) the vast majority of <\/span><strong><a href=\"https:\/\/www.ucl.ac.uk\/news\/news-articles\/0514\/200514-e-cigarettes-help-smokers-to-quit\" target=\"_blank\" rel=\"noopener noreferrer\">vapers are actively trying to quit smoking<\/a><\/strong><span style=\"font-weight: 400;\"> and 2) the best available evidence suggests there is little to no harm to bystanders from \u201csecondhand vapour\u201d. <\/span><\/p>\n<h2><strong>New e-cigarette guidelines for the workplace<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Public Health England has\u00a0<\/span><strong><a href=\"https:\/\/publichealthmatters.blog.gov.uk\/2016\/07\/06\/e-cigarettes-helping-employers-and-organisations-create-vaping-policies\/\">urged employers<\/a><\/strong><span style=\"font-weight: 400;\"> to make a distinction between tobacco and vaping in their smoking policies. They have outlined five key principles that will help employers create a policy that\u2019s both appropriate for their organisation and fair on those that choose to vape instead of smoke.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Here are the principles identified by Public Health England:<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\">\u00a0 \u00a0\u00a0<\/span><b>A clear distinction<\/b><\/li>\n<\/ol>\n<p style=\"padding-left: 60px;\"><span style=\"font-weight: 400;\">The current evidence suggests that e-cigarettes carry only a fraction of the risk of traditional cigarettes and furthermore, do not meet the \u201clegal or clinical definitions of smoking.\u201d Any fair vaping policy will treat e-cigarettes differently to cigarettes. <\/span><\/p>\n<ol start=\"2\">\n<li><b><\/b><span style=\"font-weight: 400;\"> \u00a0\u00a0\u00a0<\/span><b>The risk of harm<\/b><\/li>\n<\/ol>\n<p style=\"padding-left: 60px;\"><span style=\"font-weight: 400;\">It\u2019s conclusive that there is a significant risk of harm to bystanders from secondhand smoke from traditional cigarettes. With e-cigarettes, however, research indicates that the risk of harm from secondhand e-cigarette vapour is extremely low, making it unjustifiable to prohibit e-cigarettes.<\/span><\/p>\n<ol start=\"3\">\n<li><b><\/b><span style=\"font-weight: 400;\"> \u00a0\u00a0\u00a0<\/span><b>Uptake by young people<\/b><\/li>\n<\/ol>\n<p style=\"padding-left: 60px;\"><span style=\"font-weight: 400;\">As e-juice can contain nicotine \u2013 for those who choose to vape it \u2013 e-cigarette use is not recommended for young people, vulnerable people, and non-smokers. But by encouraging parents to quit smoking through e-cigarettes, we reduce the number of smoking role models that children see.<\/span><\/p>\n<p style=\"padding-left: 60px;\"><span style=\"font-weight: 400;\">E-cigarettes are\u00a0<\/span><strong><a href=\"http:\/\/metro.co.uk\/2016\/04\/28\/e-cigarettes-arent-a-gateway-to-smoking-and-are-way-healthier-than-cigarettes-5846337\/\" target=\"_blank\" rel=\"noopener noreferrer\">not a \u201cgateway\u201d<\/a><\/strong><span style=\"font-weight: 400;\"> to smoking, so policies aimed at preventing children from trying e-cigarettes should not make it more difficult for adults to quit smoking through vaping. <\/span><\/p>\n<ol start=\"4\">\n<li><b><\/b><span style=\"font-weight: 400;\"> \u00a0\u00a0\u00a0<\/span><b>Supporting smokers to become smokefree<\/b><\/li>\n<\/ol>\n<p style=\"padding-left: 60px;\"><span style=\"font-weight: 400;\">E-cigarettes are used almost exclusively by current and ex-smokers, with only a\u00a0<\/span><strong><a href=\"http:\/\/www.journalnow.com\/business\/business_news\/local\/e-cig-study-in-eu-finds-little-use-by-non\/article_b8646ca1-2783-5a84-acf5-689c234c8665.html\" target=\"_blank\" rel=\"noopener noreferrer\">tiny percentage<\/a><\/strong><span style=\"font-weight: 400;\"> of vapers having never smoked before. Making vaping an easier choice than smoking, by not prohibiting their use, will prevent vapers from deciding to smoke again. Pushing vapers into the same space as smokers could have a negative effect on their efforts to quit and could undermine their progress, particularly if they are new to vaping.<\/span><\/p>\n<ol start=\"5\">\n<li><b><\/b><span style=\"font-weight: 400;\"> \u00a0\u00a0\u00a0<\/span><b>Compliance with smokefree law<\/b><\/li>\n<\/ol>\n<p style=\"padding-left: 60px;\"><span style=\"font-weight: 400;\">Smokefree policies should be clearly emphasised, with employers indicating exactly where vaping is and isn\u2019t permitted. Everyone has the right to vape where it is not prohibited, but to prevent confusion, this should be accurately signposted to everyone in the workplace.<\/span><\/p>\n<h2><b>E-cigarettes and cigarettes are different, so they should be treated differently<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Of course, no environment is the same, and there will be no standard approach that fits all. The PHE authors make it clear it would be appropriate to ban e-cigarettes in schools and nurseries. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Interestingly, manufacturer JCB is just one company who that does not differentiate between e-cigarettes and\u00a0<\/span><strong><a href=\"http:\/\/www.theconstructionindex.co.uk\/news\/view\/employers-instructed-to-support-vaping\" target=\"_blank\" rel=\"noopener noreferrer\">cigarettes<\/a><\/strong><span style=\"font-weight: 400;\">, preventing employees from using either on their premises. While it is up to the discretion of each company to create their own policy, employers should realise that vaping is different to smoking and not bound by smokefree legislation.<\/span><\/p>\n<h2><b>The Electric Tobacconist view? Allow vaping in the workplace!<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">We were naturally thrilled to hear that Public Health England had developed such sensible guidelines, especially considering that we\u2019ve become used to working in a cloud of vapour every day!<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With almost half of the 2.8 million e-cig users in the UK having\u00a0<\/span><strong><a href=\"http:\/\/www.ash.org.uk\/files\/documents\/ASH_891.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">stopped smoking<\/a><\/strong><span style=\"font-weight: 400;\"> entirely, we can argue that permitting vaping in the workplace will have a positive effect by enabling them to stay smokefree.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/www.gov.uk\/government\/news\/vaping-in-public-places-advice-for-employers-and-organisations\" target=\"_blank\" rel=\"noopener noreferrer\">tobacco policy manager of Cancer Research UK<\/a><\/strong><span style=\"font-weight: 400;\">, George Butterworth, agrees.
